Harassment of civil servants by cadres must go with Lungu’s regime

AS President Edgar Lungu and the Patriotic Front prepare to leave government in a few days time, many citizens hope the victimization of professional civil servants will also come to an end.

Indeed if there is one unfortunate legacy of the outgoing administration was its retrogressive – some would say dangerous – tolerance of tribal and ethnic politics.

During its seven-year tenure under Lungu, the PF abruptly ended the careers of civil servants perceived to be sympathizers of the then opposition UPND, either by retiring them in so-called “national interest” or transferring them to distant rural places.

One such victim was Priscilla Mwanza, the former District Education Standards Officer (DESO) for Lusaka.

Mwanza had been in dedicated service to her country for over 25 years when she opposed orders to  transfer  teachers assumed to  belong to a tribe thought to be aligned with the UPND.

She was then retired in national interest in July 2018.

Despite her departure from the Ministry of Education, many of her subordinates described her as a person who always stood for fairness and justice.

One head teacher said Mwanza was “tremendously academic oriented.”

“She is someone who took a decisive and hardworking approach in her work – an iron lady. Mwanza has also been described as a leader who accommodated and listened to everyone,” the head teacher, who declined to be identified, said.

Among other qualifications Mwanza holds a Masters degree from the  University of Sydney, Australia and  a Bachelor’s Degree  from the University of Zambia.
