NKANA Member of Parliament and upcoming heavyweight social media content creator, Binwell Mpundu yesterday found himself soaked in a pool of parliamentary shame after First Deputy Speaker Attractor Chisangano handed him a seven-day suspension from the National Assembly for disorderly conduct, citing that, unlike his name, his behaviour had not ‘bin well.’
The man who is often the loudest on the mic while unleashing Nkana Stadium language, was abruptly silenced when Chisangano invoked the wrath of Standing Order 222(2) and Section 28(3) of the National Assembly Powers and Privileges Act, effectively benching the outspoken MP for one full week.
“Mr Binwell Mpundu, in accordance with this House, you have been suspended from the service of the Assembly for a period of seven days. I now order you, Mr Binwell Mpundu, to leave the House,” ruled Chisangano.
The suspension bars Mpundu from setting foot anywhere near the National Assembly premises, including the Parliament Motel and strips him of all allowances, benefits and rights as an MP during the suspension period.
As the order sank in, Mpundu tried to maintain composure.
He fiddled with his blue jacket, scratched his neck and at one point nearly inserted his fourth finger into his mouth, a gesture that revealed more nerves than nonchalance.
But outside the chamber, the Nkana lawmaker put on a brave face as cameras caught him laughing, seemingly unbothered by the disciplinary action that sent him packing.
Earlier, the embattled MP had stirred up the House after provocatively asking Finance Minister Situmbeko Musokotwane whether he was earning a commission from Zambia’s borrowing figures under the supplementary budget.
While trying to emphasise his point, Mpundu brought out the Kopala street lingo in the August house which has become sort of his signature: “walifulungana iwe, kwati chalipena,” the Nkana MP questioned the sanity of one of the members of parliament who tried to interrupt his line of thoughts, an action that likely sealed his fate for suspension.
