THE Anti-Corruption Commission (ACC) has arrested and charged Mweene Tembalami Nseluke, the District Health Director for Chongwe, with corruption involving over K422,000.
Dr Nseluke stands accused of using his official position to award a government contract to a company he personally owned.
According to ACC spokesperson, Timothy Moono, Dr Nseluke, 47, of House No. A07 Chainama Hills Hospital, faces ten counts of Failure to Declare Conflict of Interest, contrary to Section 19 (3) (b) and 19 (9) as read with Section 107 of the Public Procurement Act No. 8 of 2020, of the Laws of Zambia.
Moono said it was established that Dr Nseluke, signed a contract with Lukem Prominent Ventures, a business entity in which he had a direct interest.
“Investigations have established that on 1st June, 2022 Dr. Nseluke signed a contract in
his capacity as District Health Director at Chongwe District Health Office with Lukem
Prominent Ventures, a business entity that he had an interest in.”
“The contract, for the service and repair of Ministry of Health motor vehicles in Chongwe District, was signed on behalf of Lukem Prominent Ventures by his sister, Sinikiwe Masuka,” he added
Moono revealed that records from the Patents and Companies Registration Agency (PACRA) confirmed Dr Nseluke as the registered owner of Lukem Prominent Ventures.
Furthermore, the ACC shared that Dr Nseluke proceeded to certify and approve payments totaling K422,415.00 to Lukem Prominent Ventures for motor vehicle services, motorbike services, and the purchase of goods and services, all without declaring his personal interest in the company.
Dr Nseluke has been released on bond and is scheduled to appear in court on Friday, June 20, 2025, for plea and potential commencement of trial.
Moono, reiterated the Commission’s commitment to holding public officials accountable for abusing their positions for selfish gains.
