PRESIDENT Hakainde Hichilema has directed Justice Minister Princess Kasune to halt the current legislative process on Constitution Amendment Bill No. 7 of 2025 to allow for broader national consultation.

President Hichilema’s guidance comes just a day after Kasune introduced the Bill for its first reading in the National Assembly, where Speaker Nelly Mutti referred it to a select committee for further scrutiny.
According to a statement issued by State House chief communication specialist Clayson Hamasaka, the guidance is due to extensive consultations held on Tuesday this week with church mother bodies and over 30 civil society organisations at State House.
The President stated the importance of building consensus and ensuring that reforms reflect the collective voice of the Zambian people.
“This decision underscores the government’s commitment to fostering a participatory and consensus driven process in shaping transformative legislative reforms,” read the statement.
The President instructed the Justice Minister to work closely with stakeholders, including the Church and civil society, to revisit the roadmap and proposed changes.
President Hichilema reaffirmed his administration’s commitment to reviewing the NGO Act and the draft NGO Bill, aiming to safeguard the independence of non governmental organisations.
He stated the critical role civil society plays in sustaining Zambia’s democracy.
