ACC arrests third person in FTJ University scandal

THE Anti-Corruption Commission (ACC) has announced the arrest of a third person in the multimillion dollar FTJ Chiluba University scandal which happened during the PF corruption Olympics.

In the place where a modern university was supposed to be standing is an unsightly and incomplete structure of tiny roofless toilet despite $33 million having released by government towards the project.

The scandal has sparked widespread public furore and provided some insight of the extent of thieving that characterized the reign of former president Edgar Lungu.

Last week, the anti-graft body said it had arrested Fredson Yamba, the former Secretary to the Treasury for authorizing the USD $33 million for the construction of the university in Luapula.

Also arrested was Joseph Phiri, an Architect at the Ministry of Higher Education.

Bringing the number of the those arrested to three is Joseph Ngulube, a Quantity Surveyor for fraudulent facilitation of payment who has been arrested today.

According to ACC Chief corporate affairs officer Timonthy Moono, Ngulube has been charged with one count of fraudulent facilitation of payment.

Moono explained that Ngulube, being a Quantity Surveyor at the Ministry of General Education and part of the Project Management team for the construction of FTJ Chiluba University, attempted to fraudulently facilitate a payment to China Energy Engineering Group–Hunan Electric Power Design Institute Co. Ltd by signing and issuing an Interim Payment of over US$29 million.

Ngulube is currently detained at Riddeway Police Post and will appear in court tomorrow after being jointly charged with Phiri who was arrested last week.
