Sampa seeks contempt charges against Chabinga, Ng’ona

MATERO Member of Parliament Miles Sampa has asked the High Court to cite Patriotic Front (PF) faction Secretary General Morgan Ng’ona and faction president Robert Chabinga for contempt, accusing the pair of openly defying a court ruling that nullified their claim to key party positions.

In an application supported by a detailed affidavit, Sampa argues that Ng’ona and Chabinga “with impunity” continued to act as PF Secretary General and Leader of the Opposition in Parliament, respectively, despite a March 25, 2025 High Court ruling that restored his earlier decision to remove them from those roles.

According to the filings, Sampa states the trouble began after the PF’s Extraordinary General Meeting on October 24, 2023, where he was elected party president.

He subsequently appointed chose Ng’ona as Secretary General and Chabinga as Leader of the Opposition, a decision he later reversed on June 28, 2024 after taking disciplinary action against the duo.

Ng’ona challenged his dismissal and initially obtained an ex parte order that temporarily halted Sampa’s actions.

However, after an inter partes hearing, the High Court discharged that stay order in March this year.

Sampa contends that although the matter is now on appeal, there is no current stay in force ,meaning his disciplinary actions are fully in effect.

He alleges that Ng’ona acted in defiance of the ruling by filing a new case in the Kabwe High Court, presenting himself as PF Secretary General and securing another ex parte injunction regarding party affairs.

Sampa alsosso accuses Chabinga of amplifying the same position by addressing the media and publicly confirming that he “personally went to Kabwe” to obtain the court order.

Sampa argues that by continuing to recognise each other in positions the court has already invalidated, the two “have disrespected and disobeyed the dignity, authority and jurisdiction” of the High Court.

He contends that the conduct amounts to a “direct attack” on the March 25 ruling.

The Matero MP has since urged the Lusaka High court to grant him leave to commence committal proceedings, insisting this is “a fit and proper case” for the court to exercise its contempt jurisdiction.
