ON Friday 10 October 2025, King of Morocco Mohammed VI, delivered a speech to the Parliament at the opening of the first session of the fifth legislative year of the 11th Legislature.

In His address, the King of Morocco Mohammed VI stated that this session is an opportunity to reiterate the value the people attach to your work, whether legislative or related to the oversight of government action and the evaluation of public policies. He also called for more diligent and effective work in this area, in a spirit of cooperation and complementarity with official diplomacy.
He invited the members of the parliament to work seriously and responsibly to successfully complete legislative processes, implement programs and projects underway, and remain alert and committed to advocating for the citizens’ cause. He stressed that “there should be no contradiction or rivalry between major national projects and social programs, as long as the goal is to develop the country and improve the living conditions of citizens, wherever they are.”
In the same vein, The King indicated that particular attention must be paid to citizen support and communication regarding initiatives undertaken by public authorities, and the various laws and decisions, particularly those directly related to citizens’ rights and freedoms.
Moreover, His Majesty called on parliamentarians to accelerate the progress of an emerging Morocco and launch a new generation of territorial development programs. According to Him, social justice and the fight against territorial inequalities are far from being an empty slogan, or a short-term priority whose importance could decline depending on circumstances, stating that this approach “is a strategic orientation that requires the commitment of all actors, as well as a crucial issue that must permeate the various development policies. Moreover, the course set by emerging Morocco to achieve social and spatial justice requires the mobilization of all the potential at its disposal.”
According to Him, the major transformation that Morocco intends to undertake in terms of territorial development requires a significant change in mentalities and working methods, as well as a truly entrenched results-oriented culture.
Regarding the new generation of territorial development programs that the government must work to develop in accordance with the new guidelines, the King maintains that they must be characterized by greater speed and produce a stronger impact. According to Him, any negligence affecting the efficiency and profitability of public investments is unacceptable. He therefore urged everyone, at their own level, to fight any time-consuming, energy-intensive, and resource-hungry practices.
Finally, the King called all parties, the government, the majority and the opposition, to mobilize all energies and all potential to ensure that the higher interests of the Nation and its citizens prevail.
