Binwell gets 2 suspensions for calling Mongu MP “walifulungana”

NKANA member of parliament Binwell Mpundu has been slapped with two concurrent suspensions of 14 and 30 days for calling the National Assembly “useless” and calling Mongu Central MP Oliver Amutike “mad.”

Speaker of the National Assembly Nelly Mutti stated that in the first case, where Mpundu was given 14 days, the MP called Amutike mad and ordered him to sit down after the Mongu lawmaker indicated to raise a point of order.

“Walifulungana, kwati chalipena, iwe yateke panshi teyambi molu, (you are mad, put your legs down),” Mpundu told his fellow law maker.

For the 30 days suspension, it culminated from Mpundu’s remarks quoted in a named newspaper, calling the National Assembly useless because the speaker allegedly allowed UPND MPs to insult opposition members.

In the same publication, Mpundu further stated that he would never want to be elected as an MP again unless government fired Mutti and her deputies.

Delivering her ruling yesterday, the speaker warned Mpundu against using such language ever again, whether in parley or outside.

“I wish to inform you that in accordance with section 28 (3) of the National Assembly (Powers and Privileges) Act, during the
period of your suspension, you shall not enter the precincts of the Assembly and this extends to the National Assembly Motel. You shall not participate in any business or activity of the House or a committee that you are assigned in, in your capacity as a Member of the National Assembly; and you shall not be paid a salary or allowance that you are entitled to as a Member.”

“I wish to state that I have taken into account the earlier resolution of the House to suspend you from the service of the Assembly for fourteen (14) days in the ruling I rendered before this one, and I wish to inform
you that the two suspensions will run concurrently,” said Mutti.

This means Mpundu will serve the highest days of suspension, which is 30 days.
