CDF not a hoax, behind every penny there is a real beneficiary – Nicholas Phiri

CONSTITUENCY Development Fund (CDF)’s fruits are becoming louder than a siren for hungry pupil during lunch as fruits continue to pop out.

PERMANENT Secretary for Technical Services in the Ministry of Local Government and Rural Development, Nicolas Phiri, has affirmed that CDF is not a hoax, telling off doubting Thomases.

Speaking during an inspection of CDF-funded projects in Livingstone, Phiri commended the Livingstone City Council for its exemplary utilisation of the funds, calling on other districts to emulate their effective implementation.

“While others are busy politicising everything, including Constituency Development Fund, others are benefiting out of it,” Phiri stated.

He emphasised the government’s commitment to improving access to healthcare and quality education through the initiative.

The Permanent Secretary visited key projects in Livingstone, including the Malota Community School, Maramba Clinic, and Malala Health Post, to assess the progress and impact of CDF investments.

At Maramba Clinic, Phiri inspected the ongoing construction of a maternity wing, a project valued at approximately K800,000.

He also visited Malota Community School, where a new toilet block, built at a cost of about K400,000, has replaced a single existing facility.

“Government is happy to learn that every pupil at Malota Community School is happy because behind every penny of CDF there is a real beneficiary,” Phiri remarked, adding,

“We are going to continue to not only invest in CDF but expand its scope so that those that do not have, should have too.”

Phiri lauded the Livingstone City Council for delivering high-quality projects at extremely reasonable prices, with all projects costing less than K1 million.

He highlighted the government’s dedication to creating safe environments for its citizens through CDF allocations.

The Permanent Secretary also expressed satisfaction that local contractors are primarily involved in constructing CDF projects, thereby utilising local labour and employing men, women, and youth.

“I want all districts to emulate Livingstone. Otherwise CDF is real and real beneficiaries can testify,” he stated.
