The Minister said the objective of the Bill seeks to empower the Chief Registrar the power to cancel a Certificate of Title issued in heinous act or obtained fraudulently.

She said it is a well intended Bill that will help the people of Zambia especially the poor and vulnerable people including investors and lending institutions.

Masebo said, since the UPND is a listening government, it has heard the fears and concerns of Zambians concerning the Bill.

“We have heard your concerns, we have heard the concerns expressed by various stakeholders, we also want to consult more widely including consulting the traditional leaders, the chiefs, local authorities and others.”

“It is for this reason with leave of the house, I beg to move that the Bill be deferred to a later date,” stated Masebo.
