THE Ministry of Infrastructure, Housing and Urban Development has expressed concern over AVIC International Zambia Limited’s failure to implement the agreed traffic management plan on the Lusaka–Ndola Dual Carriageway, a situation that has caused heavy congestion between the 6 and 10 Miles stretch in Lusaka.

For weeks now, motorists using the 6 to 10 Miles section of the highway have been enduring snail-paced traffic, that has become part of their daily routine.
During a stakeholder meeting chaired by Ministry of Infrastructure Permanent Secretary Professor Albert Malama, it was exposed that the contractor, AVIC International Zambia Limited had gone off-script by failing to implement the already agreed upon traffic management plan.
According to a statement issued by RTSA spokesperson Chilufya Mwelwa, discussions during the meeting revealed that all parties had earlier agreed on a detailed traffic management plan to ensure the smooth flow of vehicles during construction.
However, the contractor allegedly failed to implement the plan, leading to hours of traffic delays and mounting frustration among motorists using the stretch.
Professor Malama expressed disappointment at the contractor’s conduct and instructed AVIC and the consultant to act within 48 hours to correct the situation.
He directed them to install barricades, mark detours and put up clear road signs to guide motorists through the construction area safely.
Meanwhile, RTSA director and chief executive officer Amon Mweemba has also dispatched more enforcement officers to monitor traffic flow and ensure the construction zone does not become a danger zone.
“The Agency remains committed to ensuring road safety and facilitating efficient traffic management, during this construction period. The RTSA will continue to work closely with all relevant stakeholders to minimize disruptions and ensure a smooth journey for all road users,” Mwelwa stated.
RTSA has since appealed to motorists to be patient, obey road signs and cooperate with traffic officers as efforts intensify to untangle the congestion and restore order.
