Speaker announces special sitting of parliament to address borrowing plan

THE Speaker of the National Assembly, Nelly Mutti, has summoned a special sitting of Parliament on Tuesday to deliberate on the Report of the Planning and Budgeting Committee regarding the Revised Annual Borrowing Plan for 2024.

In a statement released today, the National Assembly confirmed that the special sitting was convened under Standing Order 259 of the National Assembly of Zambia Standing Orders, 2024.

The session aims to provide critical insights into the government’s revised borrowing strategy and its potential impact on the nation’s economic outlook.

According to National Assembly senior media liaison officer Nshamba Muzungu said the announcement aligns with Article 75 (3) of the Zambian Constitution, which allows the Speaker to summon an emergency sitting of the House upon request by the President or two-thirds of Members of Parliament.

“The Speaker has appointed Tuesday, 17th
December, 2024, as the date for the Special Sitting of the House to consider the Report of the planning and Budgeting Committee on the Revised Annual Borrowing Plan, 2024,” stated the statement.

The Revised Annual Borrowing Plan has been flagged as a significant component of Zambia’s fiscal policy, reflecting adjustments in response to changing economic conditions.

The Planning and Budgeting Committee’s report is expected to outline the rationale behind these revisions and their implications for national development.
