RWANDA’s President Paul Kagame and President Hakainde Hichilema have agreed on the need to enhance implementation beyond signing of Memoranda of Understanding (MoUs)
The two heads of State said, at a joint press conference in Kigali, Rwanda, today that they will be working to see actual implementation on agreement signed between Zambia and Rwanda.
“The President [Hichilema] and I agree that the agreements that are there become important only at that point when we start implementing,” President Kagame said.
“We are having a discussion that we have to see actual implementation and results. That is why the President kept insisting on constant and effective interaction between officials, even citizens, to do whatever they wish to do in both countries.”
He added that the the flow of the agreement should not have any limit, from movement of people, goods, services and issues across borders.
For President Hichilema, the two countries will be focusing on implementations and roadmaps to actualise the set targets.
He noted that along the way, there may be delays, but that should not be an excuse not to achieve.
“What we really want to see better in our countries is to really have a shared vision,” President Hichilema said.
He added that having a shared vision would help maintain consistency, even in the delivery of goals and when leaders change offices.
“African countries need to learn from advanced countries. In many countries that have done well in the world, east or west, there has been consistency,” President Hichilema said
Meanwhile, President Hichilema emphasised the need to cooperate and share information that will prevent any calamaties, like the Rwanda genocide, and the Jewish holocaust, were many people were killed.
He said doing so will help people to learn from their past to prevent the repetition of mass killing.
“We must remember what happened in the past; the effects of bad leadership on humanity and children so that you can learn and not repeat the same actions,” said President Hichilema.
“You [should] forgive. But do not forget, so that you can use the lessons of the past to shape the future.”
