THE Zambia Police Service is not receiving enough bribes to continue occupying the top slot listing the most corrupt public institutions, the 2019 – 2022 Zambia Bribe Payers Index (ZBPI) Survey has revealed.
According to the report, Lemmy Kajoba’s men and women particularly those from the traffic section have slowed down extremely in receiving payments through their white hats.
The Ministry of Health has replaced the Zambia Police Service as the most corrupt government institution in procurements, with Road Development Agency (RDA) in close pursuit.
The report conducted by Transparency international Zambia in collaboration with the Anti Corruption Commission (ACC) revealed that the Ministry of Health received the highest bribes last year while the Road Development Agency followed.
Overall, the ZBPI reported the there has been a minimal reduction of bribery cases in the last year’s survey, compared to the previous one in 2019.
However, the reduction, secretary to the cabinet Patrick Kangwa said bribery cases are still a huge challenge hindering government’s quest to effectively deliver to the people.
Kangwa however was pleased with the reduction of corruption cases in overall bribery index of 0.8 percent from 10.9 since the last report in 2019 to 10.1 percent in 2022.
He attributed the reduction in bribery cases to the efforts government has put in place such as the roll out of integrity committees in both government and private institutions and the introduction of electronic government procurement system.
“Government is committed to ensuring that corruption in public procurement IS eliminated,” Kangwa said.
TIZ President Maurice Nyambe said they institution will use the information in the report as a basis for engagement, advocacy, and implementation of more targeted interventions in the wider fight against corruption.
ACC chaiperson Musa Mwenya said the commission will not relent to pursue those who choose to engage in corruption for reasons such as abuse of non-competitive procedures, conflict of interest in the approval process of public services.
