A LUSAKA Resident has reported Avensis Properties Zambia to the Drug Enforcement Commission for fraud over a piece of land he paid for but has never been given to him.
In a letter addressed to DEC commissioner Mary Chirwa, the victim, Chanda Chipongoma narrated that in April last year through Chanda Kangwa Nkonde, Avensis Properties Zambia representative paid K150,000 for the piece of land that was purportedly on sale.
Chipongoma said Avensis Properties Zambia through, Chanda Kangwa Nkonde tricked him to enter into the land transaction when they had no land on sale.
Chipongoma explained that Nkonde took him to the said land they were subdividing and selling at K250,000 per acre.
“So, after this I agreed to buy 1 acre and he came through to the office with the original title of the land and offer letter for the land (attached). The condition of the sale was that I pay K50,000 for them to process the title including paying Property Transfer Tax (PTT), other charges associated the Ministry of Lands and the balance would be paid afterwards, and payment terms. I proceeded to make a payment of K50,000 based on this understanding (1st payment transfer attached). The payment was made through a transfer from my FNB account to and account for Avensis: Bank Name: Stanbic Bank. Account Name: Avensis Group Zambia. A/c Number: 9130004750709 Branch: 040015,” Chipongoma’s letter to DEC reads in part.
“Mr Nkonde Chanda said it would take within 2-4 weeks for them to process the subdivision and subsequently the title. He later brought a survey diagram after some weeks to show that progress had been made in processing the title and sub-dividing the land and requested for another K50,000 which I transferred to his company account as he said the title was almost out.”
Chipongoma said after few weeks Nkonde advised him that the title was ready and that he would proceed to make the third payment of K50,000.
“I proceeded to make the third payment which is also attached. We agreed that he would bring the original for me to verify and make a copy as we made arrangements for the final balance to be paid. He even said I could proceed and start making arrangements for construction on the site based on the amount paid so far,” he said.
Chipongoma said after the third payment, Nkonde stopped picking up his calls and later blocked him.
He said after making several attempts, the two met and Chipongoma told Nkonde to either give him back his money or original title as agreed.
But Nkonde only agreed to refund the amount paid in full.
Chipongoma explained that Nkonde only managed to refund K50,000 and then later blocked him again.
He complained to the DEC that he was at pain to have his money back as Nkonde was still elusive.
Chipongoma appealed to the DEC to come to his aid for him to have his money back.
“I really need to get my money madam and justice in this issue,” said Chipongoma.
But in telephone interview, Nkonde acknowledge the land transaction with Chipongoma but denied owing him.
Nkonde said the company had fully refunded Chipongoma after the company failed to secure the land for him.
