Speaker agrees with Kalemba on Kangombe’s eligibility

SPEAKER of the National Assembly Patrick Matibini this afternoon ruled that Romeo Kangombe was entitled to remain in Parliament and, by consequence contest the August 12, polls.

Dr Matibini was responding to a point of order raised by eccentric Tutwa Ngulube who in a dramatic gesture rose and asked whether it was right for a convict to share a seat with honourable members in Parliament; an apparent reference to Romeo Kang’ombe who was convicted and sentenced to a two year suspended sentence by the Chinsali Magistrates Court.

However, in laughing off Ngulube’s take on the matter, Dr Matibini ruled that Kangombe’s imprisonment was set aside for 2 years by the Magistrate and it would only come into effect if he committed a similar offence within the said period.

Parliament’s position is in agreement with #Kalemba’s earlier warning to Kangombe’s competitors not to count the youthful lawmaker out and prepare for bees which attacked them in the by-election that brought him to Manda Hill.

However, Parliament’s ruling effectively dismisses the argument by some, notably, McDonald Chipenzi of Gears whose widely publicised view was that a suspended sentence was still imprisonment and as such Kangombe did not qualify to re-contest his seat.
