HIVOS International Zambia and partners have started spearheading the formation of a green national fund under the Constituency Development Fund (CDF).
Hivos country engagement director for Voices for Just Climate Action (VCA) William Chilufya says creating the fund under CDF will also inspire other investors and donors at the grassroots level to fund local solutions to address climate change.
Chilufya is hopeful that the process of creating the national green fund is moving and that it can properly be executed with the input of different stakeholders.
Hivos, in collaboration with the World Wide Fund (WWF), held a two day consultative meeting, which ended on Friday, with different stakeholders from local government, civil society and elsewhere attending.
The meeting, which also comprised of technocrats from Kenya and within Zambia, sought to review the CDF guidelines so that they can incorporate issues to deal with climate change.
The meeting further sought ways of how to best link CDF to climate action interventions at grassroots levels.
Speaking to the media, at the end of the meeting, Chilufya said people at the grassroots level are coming up with great ideas to address climate change challenges but that they lack resources at the community level.
He said CDF has a component that addresses the disaster part but not climate change interventions.
“We want to see how the guidelines can be more clear to foster environment protection and climate change,” said Chilufya.
“When we create the green fund under CDF, we want to inspire donors and other investors to put more funds at that particular level such that we begin to consistently and sustainably fund interventions addressing climate change at the grassroot level.”
