Government actively investing in digital future while prioritising regulation, Innovation – Habeenzu

GOVERNMENT is actively investing in a digital transformation agenda aimed at fostering economic growth and safeguarding citizens’ interests, according to Ministry of Technology and Science Permanent Secretary Dr. Brilliant Habeenzu.

Speaking at a ministerial panel session in Cape Town, South Africa, Dr. Habeenzu outlined the government’s strategy to balance regulatory frameworks with technological innovation.

He said the focus was on transforming key sectors like agriculture, mining, manufacturing, and tourism through the adoption of emerging technologies such as artificial intelligence.

“In Zambia, our goal is to optimise output across these sectors by integrating emerging technologies, especially in areas like water and infrastructure, to support a robust digital ecosystem,” Dr. Habeenzu explained.

He said the government is also committed to strengthening ICT infrastructure, particularly in rural areas, to bridge the digital divide.

Dr Habeenzu told the audience and panelist that the government is also implementing the ICT Policy, Digital Transformation Strategy, and revising the Cyber Security and CyberCrimes Act to promote digital accessibility and trust.

Additionally, he said, the government is prioritising digital skills development through revamped educational curricula and the distribution of computers to schools.

Meanwhile Dr Habeenzu noted that Public-private partnerships are also crucial to the government’s digital agenda.

That’s why government developed the Public-Private Dialogue Forum (PPDF) which provides a platform for collaboration between government and industry leaders.

“Our intent is to foster a thriving digital economy by ensuring the private sector has a voice in regulatory matters,” he said.

“We are confident that by working together with industry stakeholders, we can build a digital Zambia that is secure, inclusive, and prosperous.”

Furthermore, on its path for a bright technological future, the government is supporting innovation through various funds, including the Science, Technology, and Innovation Youth Fund and the Technology Business Development Fund.

The Ministry of Technology and Science also shared that they are actively working to enhance connectivity by issuing licenses for 4G and 5G technology, attracting international players, like Starlink and finalising regional connectivity projects.

Dr Habeenzu further said government is also addressing challenges posed by environmental factors, such as the recent drought, which has impacted power generation and telecommunications services.
