Hivos Southern Africa has brought together civil society organisations in Zambia to review and make their submissions on the Environmental Management Amendment (EMA) bill of 2023.
The environmental management Act provides legal framework for managing environmental issues in the country and it is designed to promote sustainable development, and protect the environment for future generations.
Hivos Zambia met with its Voices of Just Climate Change (VCA) alliance partners yesterday to look at some of the key issues in EMA amendment bill 2023 and make recommendations to be presented before Parliament.
Hivos country engagement manager for the VCA project William Chilufya said the initial EMA had loopholes which did not cater for particular emissions to be included in the EMA for regulation.
Chilufya said the process of amending the EMA 2011 bill will align it to global standards of tackling environment hazards.
“In the recent past, we have seen contraversial actions by ZEMA (Zambia Environmental Agency) such as the Lower Zambezi mining controversy and this is an opportunity for us to contribute to the legal framework which guides ZEMA,” Chilufya said.
He appreciated the government’s consideration to involve the civil society to make submissions to the environmental bill, stating that the process is bringing the discussions of environmental management at global level, which can be domesticated.
VCA partners that were part of the meeting included Civil Society Organisation Scaling-Up Nutrition (CSO-SUN), Kalemba, Keepers Zambia, Civil Society for Poverty Reduction (CSPR), among others.
“This process is timely as it will now enable us to engage in environmental management at a higher base and in a more coordinated and regulated manner,” said Chilufya.
